Of course, gas taxes have never covered all road expenses. Or, in many states (including Montana), most road expenses. The difference between what gas taxes pay and what roads cost is made up by other taxes. In other words, even those who don’t pay gas taxes (electric vehicle owners, bicyclists, people who don’t own cars, etc.) are still paying for road building and maintenance.
